Preparing for CBAM? Here's What You Need

Four things every EU importer of CBAM-covered goods (steel, aluminium, cement, fertilisers, electricity, hydrogen) needs to know before the next quarterly filing window closes.

What CBAM is

CBAM = Carbon Border Adjustment Mechanism — EU Regulation 2023/956, in force since 1 January 2026. It puts a carbon price on imports of selected goods so EU producers competing under the EU Emissions Trading System (ETS) are not undercut by higher-carbon imports.

50-tonne threshold

Applies to importers above 50 tonnes per year (per CN code, aggregated) of steel, aluminium, cement, fertilisers, electricity or hydrogen. Below 50t/year you may qualify for the de-minimis exemption — but the burden of proof sits with you.

Filing deadlines

Quarterly XML reports plus the first full annual declaration are due 30 September 2027 (per the EU Omnibus revisions). Each quarter-end you must hold CBAM certificates covering ≥80% of year-to-date embedded emissions.

Penalty risks

Non-authorised declarants get refused customs clearance via the EU Single Window — in real time, at the border. Under-surrender of certificates triggers Article 18 penalties at three times the EU ETS allowance price.

Frequently Asked Questions

Do I need to be an authorised CBAM declarant first?

Yes — per Article 5 of Regulation 2023/956, only authorised CBAM declarants can import covered goods. Applications go through cbam.ec.europa.eu/authorised-declarant/. Autocbam helps you assemble the application package.

What happens if I miss a quarterly filing?

Customs refuses clearance via the EU Single Window — your shipment does not enter the EU. The block is real-time and applies at the border. Autocbam tracks every quarterly deadline so this never happens.

Can Autocbam submit XML on my behalf?

Not today. Declarant identity equals importer per Art. 5, so the Registry submission must come from your own login. A future Concierge tier and an indirect-customs-representative (ICR) route are on the roadmap — see /pricing-cbam-services for the timeline.

How does Annex IV default-data work?

Embedded emissions are calculated by reference to the default values in Annex IV of the CBAM Implementing Regulation (2025/2621). If more than 20% of your declared emissions rely on defaults, you may attract audit attention — Autocbam flags this on every preview.

What's the 80%-YTD rule?

Per Article 22(2) of Regulation 2023/956, at the end of each quarter you must hold CBAM certificates covering at least 80% of year-to-date (YTD) embedded emissions valued at default values. Autocbam tracks this in real time.

How much does CBAM compliance cost?

Two stacks. (1) Certificates: priced quarterly against the EU ETS allowance auction price (typically €70-95/t CO2). (2) Software: Autocbam Starter €149/month, Pro €299-499/month, plus optional Concierge upload at €500/quarter.

Is Autocbam GDPR-compliant?

Yes — EU-resident hosting via Cloudflare EU region, an Article 28 GDPR (General Data Protection Regulation 2016/679) processor model, and a signed Data Processing Agreement (DPA) available on request.

How do non-EU suppliers share emissions data?

Via the EU CBAM Registry O3CI (Operator of a third-country installation) module at cbam.ec.europa.eu/o3cinstallation/, plus the Autocbam supplier portal (in development) which lets suppliers submit emissions data in their own language without an EU Registry login.
