Methodology guide -- CN 7308 (structures and parts of structures)
CN 7308 covers prefabricated structural steel: industrial buildings, towers, masts, gates, fences, scaffolding. Chinese fabricators dominate EU imports.
Step 1 -- understand the upstream / fabrication split. Structural fabrication (cutting, drilling, welding, painting) adds <0.1 t CO2/t to the upstream steel. The dominant emissions come from the upstream hot-rolled section, plate or tube.
Step 2 -- request the full chain verification. Fabricators must pass through upstream steel emissions. A fabricator-only emissions report is insufficient.
Step 3 -- handle paint and galvanising correctly. Coatings on structural steel are excluded from CBAM mass. Subtract before applying the emissions factor.
Step 4 -- monitor large-project imports. A 10,000-tonne industrial building import at €0.85/tonne CBAM in 2026 = €8,500. Same project at €8.5/tonne in 2034 = €85,000. Build CBAM into multi-year project budgets.
