Rail steel is highly specialised, with stringent metallurgical requirements (high carbon, controlled alloy). Production is BF-BOF dominated globally; per-tonne CBAM cost is similar to other heavy steel sections.
Step 1 -- handle the small market carefully. Rail steel has a small set of qualified suppliers (Voestalpine, NSSC, Steel of West Virginia, Saarstahl). Emissions data is generally available and verified -- procurement teams should expect supplier transparency.
Step 2 -- monitor for tenders. Rail tenders are infrastructure-scale. CBAM cost is non-trivial at 5-10kt order sizes; build it into procurement budgets.
