Methodology guide -- CN 7207 (semi-finished steel)

Semi-finished steel (billets, blooms, slabs) is intermediate-stage steel from caster, before rolling. Brazilian, Indian, and Iranian supply enters the EU. Per-tonne emissions are 90% of finished steel (savings come from skipping the rolling step).

Step 1 -- understand the production route. Brazilian billet is BF-BOF dominated. Indian capacity is mixed BF-BOF / EAF.

Step 2 -- request verified data. Like all heavy steel, the EU 1.88 t/t default is calibrated to BF-BOF -- EAF-route billets can drop 70%+ below the default.
