Methodology guide -- CN 7304 (seamless steel tube)

Seamless tube is high-value CBAM steel, dominated by Chinese supply (~450kt/yr). Production process (Mannesmann piercing) is energy-intensive, adding to upstream BF-BOF emissions.

Step 1 -- request route-specific verified data. Seamless tube emissions vary by mill: modern Chinese plants (Tianjin Pipe, Baosteel) report 1.9-2.2 t/t direct; older capacity reports 2.3-2.6 t/t.

Step 2 -- handle oil & gas grades carefully. OCTG (Oil Country Tubular Goods) often has API 5L or API 5CT certifications with stringent quality control. CBAM verification is independent of API certification -- request both.

Step 3 -- monitor strategic supply. Seamless tube supply is concentrated; CBAM cost differences between qualified suppliers can be material in long-term procurement decisions.
